The various building bonuses and in particular the 110% super bonus are tools that are proposed for the revitalization of a sector in very difficulty such as construction. The timing of new construction is no longer imaginable because there is no demand, the market is at a standstill and unsold goods are very large. Without remediation and adaptation interventions, the existing value is reduced and building new buildings is an environmental waste of soil and materials. On the one hand, "maintenance" can improve aesthetics, but also achieve environmental objectives of lower energy consumption by buildings and individual apartments (the purpose of the superbonus).

This objective, however, requires a serious, breathing approach, able to last over time and to give breath to a sector, professionals and workers, for at least 4/5 years. But what happened? When writing a law, however new in its approach, ministerial technicians must be able to translate political will into clear and practicable mechanisms, which do not give rise to abuse and which allow it to be adopted without too much bureaucracy and quibbles. Is it possible that whoever wrote these rules was not able, for example, to foresee for the bonus facades that not including control mechanisms and maximum practicable rates would have given rise to illicit and speculative behavior?

And why can't the state intervene on speculation and the unmotivated rise in prices? Banks have often proved unprepared with their staff, they have entrusted a large part to external bodies who are experts in profit rather than professional support.
They also mostly exaggerated in their requests for percentages in their favor for the assignment of credit, far from a concept of service! But even the attitudes of individual citizens and condominiums have often been incredible.

I mention a few. Distrust of the state: "I don't think the state gives us money"; "Eventually he'll find a way to get the money back." Distrust of technologies: «the coat (which has been a technology well practiced for 30 years!) Is something that doesn't work», «it takes 10 cm away from the terraces», «it is useless to retain the heat». In short, all thermo technicians and architects "graduates" on social media! But above all the administrators' inability to manage a discussion that is certainly difficult in condominiums, because they lack knowledge and training, or are only attentive to the "bribes" of companies towards them, or to job growth and additional risks, therefore only able to advise against interventions.

And again (here the legislator had understood the problem by reducing the possibility of resolving 110% to 1/3 of the owners) the difficulty in triggering a single and simple reasoning in the assembly: we can enhance the building and housing with little expense for each single accommodation or, in the best situations, at no cost (there have been many), if we are united and determined to take concrete action for the environment and CO2 emissions together. For the most part, small internal feuds prevailed, old spite, crossed vetoes, indifference instead of solidarity towards the owners who have no funds to intervene on their own.

When there has not been an explicit desire to defraud with restructuring through 110% (actions provided for in the law with a 50% bonus for many actions) and to increase the illegal aspects of volume. All this mix has led to too many condominiums giving up access to the superbonus, "thus losing the train that passes today, only once". These are buildings that in the next few years will still have to intervene in the common areas, such as in individual homes, to stay on the market and to have the possibility of selling and living in their homes, comfort, conditions of lower energy expenditure and consequently of " pollution "with CO2 emissions.

As part of the year 2021, some bureaucratic simplifications have been made. The facades bonus was partially punished, due to too many abuses, reducing the percentage and requiring sworn statements on expenses (we are talking about 1 billion of expenditure disputed for now by the Revenue Agency). The 110% super bonus has been confirmed and extended after a fair experimentation for those who have seriously joined, but "without praise" for the reasons indicated above.

ENEA WRITES that in November 2021 69,390 incentivized energy efficiency interventions (110) were underway, 11.9 billion investments leading to deductions of 13.1 billion. 10,339 condominium works have begun (625 already completed), representing 49.7% of total investments. There are 35,542 jobs in single-family buildings and 23,508 in buildings with multiple dwellings (75.9% already completed) corresponding respectively to 31.5% and 18.8% of investments. Lombardy, Veneto, Lazio are the regions with the greatest jobs.
